ON Semiconductor (ON) was the top performer in the S&P 500 today after BofA raised its price target to $100 from $90. Tesla (TSLA) closed lower after Berenberg downgraded it to hold from buy. Tesla also saw news from the U.S. National Highway Traffic Safety is opening a special investigation into the Model Y vehicle after getting two complaints that steering wheels can fall off.
