“The steel industry is starting to look up,” notes a Citi analyst. Citi upgraded Cleveland-Cliffs (CLF) to buy from neutral with a $22 price target. The analyst stated that steel prices are expected to catch a bid from seasonal restocking, and expects steel prices to average $800 a ton, which is up from the current $700 level.
